PROBLEM TO BE SOLVED: To provide a system and a method for controlling server usage for a peer-to-peer based streaming service.

SOLUTION: A system controlling server usage for a peer-to-peer based streaming service that concerns an embodiment comprises: a concurrent connections number providing unit for calculating the number of peer-to-peer users concurrently connected; and a server usage controlling unit for controlling server usage for the peer-to-peer based streaming service based on a ratio of a variable associated with an influx rate of peer-to-peer users simultaneously connected to the number of peer-to-peer users concurrently connected.
