<P>PROBLEM TO BE SOLVED: To cope with waste dumped into a disposal site, by constructing a base of a structure, an end of an impervious sheet or a connection part between the impervious sheets and an impervious material layer, and constructing a protective plate and the like for protecting the impervious material layer, on the waste landfill disposal site constructed by dividing a sea area by partition revetment. <P>SOLUTION: A shallow recessed trench 23 is provided on a seabed for constructing an impervious wall, and a caisson 21 is erected thereon to construct the impervious wall 20. Plate members 28 with high concrete strength are compactly spread all over a top surface of an impervious material layer 25 filling a base of the caisson, so as to constitute an impervious protective layer for protecting the top surface of the impervious material layer.
