<P>PROBLEM TO BE SOLVED: To solve a problem that a terminal dedicated to dual communication with a mobile phone and a satellite is disadvantageous in size and weight compared to a mobile phone terminal since the extent of utilization is limited because the network using the mobile telephone is restricted by the installation area of a base station. <P>SOLUTION: A satellite communication system includes a connection change-over device 5 in a satellite communication base station device 1, and a satellite femtocell connection device 7 and a femtocell device 8 in a satellite communication terminal station device 3.
