<P>PROBLEM TO BE SOLVED: To provide an insulation coating conductor wire capable of sufficiently reducing the dielectric constant of a resin coating, improving PDIV and preventing partial discharge without increasing the film thickness of the resin coating, and a rotary electric machine using the insulation coating conductor wire for the winding of a winding coil. <P>SOLUTION: An insulation coating conductor wire 10 includes a conductor wire 11, and a porous resin coating 12 coating the surface of the conductor wire 11.
