The device has a resin multi-layer substrate (101) arranged on a side of a housing (200). The substrate is obtained by stacking a set of resin layers so that an inner portion and an outer surface of the substrate comprise a wiring. A weak heating element (600) is arranged on a main surface of the substrate and generates less heat compared to that of a semiconductor chip (500) while operating. A ceramic substrate (100) and the resin substrate are adhered and secured on a side of the housing by using heat conducting and electrically insulating adhesive.
