A method, system and device for acquiring a parameter set value of a video code stream in a transcoding service are disclosed, so as to solve the problem in the prior art that, incapable of acquiring the parameter set value of a video code stream, a receiving end in a transcoding service has an error in decoding the video code stream and fails to play same. In the method, when video parameter information and encoding format information in a code stream request sent from a receiving end is acquired through parsing, and it is judged that corresponding information in code stream description information in a video code stream to be sent by a source end is different from the above information, the parameter set value corresponding to the video parameter information and the encoding format information is determined, and the determined parameter set value is sent to the receiving end. In the embodiment of the present invention, a code stream conversion device determines corresponding parameter set information thereof according to video parameter information and encoding format information of a target code stream required by the receiving end, and provides the corresponding parameter set information to the receiving end, so that the receiving end may decode the received video code stream according to the parameter set value, thereby increasing the success rate of video code stream decoding.
