<P>PROBLEM TO BE SOLVED: To ensure smooth actuation of a lock lever into a lock/unlock position while preventing transmission of a switching operation driven by an electric drive source to an emergency operation member. <P>SOLUTION: An emergency operation member 23 is rotatably supported at a position coincident with an opening 91 of a second casing 9 around an axis oriented to an internal/external direction of a vehicle, and connected to a lock lever 19 to ensure transmission of a rotational force to the lock lever 19 so that it is moved from the unlock position to the lock position, and its movement from the lock position to the unlock position and the movement in the opposite direction are not transmitted.
