PROBLEM TO BE SOLVED: To provide various communication services by flexibly setting the access restriction of a radio terminal unit.

SOLUTION: A network connection device 101 includes: an in-zone notification acquisition part 21 for acquiring an in-zone notification which is transmitted from a radio terminal unit 151 and indicates that communication is possible with a radio base station device; an identification information acquisition part 25 for acquiring identification information of the radio terminal unit 151 which is indicated by the in-zone notification acquired by the in-zone notification acquisition part 21; an in-zone notification transmission part 22 for transmitting the in-zone notification acquired by the in-zone notification acquisition part 21 to a management device 301; a response information reception part 23 for receiving response information from the management device 301, which indicates an effect that communication is permitted with respect to the radio terminal unit 151 which has transmitted the in-zone notification; and a telephone number acquisition part 26 for acquiring the telephone number of the radio terminal unit 151 indicated by the response information which has been received by the response information reception part 23.
