<P>PROBLEM TO BE SOLVED: To limit a range of flooding of a frame for each communication type in a network where there exist multiple types of communication having different communication bandwidths such as large and small bandwidths on a VLAN having the same VID. <P>SOLUTION: A frame extraction unit 40 identifies a destination MAC address, a VID, and priority included in a frame in a process of transferring the frame received at ports 1a-1d to a transfer processing unit 42. The transfer processing unit 42 determines whether the frame is a flooding frame or not.
