The display electrode (8) comprises a bus electrode (6b) which is a first electrode and a bus electrode (7b) which is a second electrode, wherein a discharge region is formed between the bus electrodes. The protective layer (10) comprises an under layer (91) which contains MgO that is a first metal oxide and metal oxide particles (92) which are formed on the under layer (91) and are particles each containing LaO that is a second metal oxide. The protective layer (10) additionally has a mixed film (93) containing MgO and LaO in a region corresponding to the discharge region.</p>
