To provide an MRI device and image contrast enhancing method with which an image having enhanced contrast between different tissues can be acquired while imaging time is also curtailed even when a SPEC-IR pulse is used as an RF pre-pulse, the present invention measures an exho signal from a subject which includes a first tissue having a first resonance frequency and a second tissue having a second resonance frequency, by using a pulse sequence formed of: an RF pre-pulse unit provided with an RF pre-pulse for negatively exciting magnetization of the first tissue, the RF pre-pulse having the first resonance frequency; and a measurement sequence unit for measuring an echo signal prior to when the magnetization having been excited by the RF pre-pulse returns to at least zero. An image of the subject having been reconstituted using the echo signal is subjected to a contrast enhancement process for enhancing either one of the tissues relative to the other tissue on the basis of the phase information of the image, and a contrast-enhanced image is acquired.
