<P>PROBLEM TO BE SOLVED: To provide efficient techniques for signalling measurements between base stations. <P>SOLUTION: A mobile communications system is described in which base stations communicate with each other using a Master/Slave protocol to exchange load balancing information. The load balancing information can be used to control handover of mobile devices among neighbouring base stations and/or neighbouring cells.
