PURPOSE: An environmental sensor and a method of manufacturing an environmental sensor are provided to measure wind speed and direction using electrostatic capacity between the electrode of an upper structure and the electrode of a lower structure. CONSTITUTION: An environmental sensor comprises an upper structure and a lower structure(210). The upper structure comprises a polymer film with metal and a support member for supporting the polymer film. The lower structure comprises a placing unit and an electrode unit. The support member of the upper structure is placed on the placing unit. The electrode unit forms electrodes in the placing unit. The placing unit and the electrode unit of the lower structure have level difference.
