PURPOSE: A web-to-phone message receiver establishment method and server are provided to transmit a web-to-phone message to a portable terminal of a receiver by registering reception environment establishment information for the web-to-phone. CONSTITUTION: A message server(300) issues public identification for one or more portable terminals(200). The message server registers reception environment establishment information for the public identification. The message server creates a network for an internet terminal(100). The message server extracts the registered reception environment establishment information. The message server creates the network for applications executed in one or more portable terminals. The message server transmits transmission messages to the portable terminal.
