The device has driving wheel measuring instruments (2-5) that are mounted for rotation about two different axes of rotation. The ratio between rotational frequencies of rotating movements of driving wheel (1) is fixed. The rotational angle sensors (6,7) are provided to detect rotating movements of the driving wheel with respect to Vernier principle to determine absolute rotation angle. A trigger sensor (8) is provided to produce a trigger signal in a defined position of the driving wheel.
