PURPOSE: Filler for a floor and a manufacturing method thereof are provided to prevent scattered dust from flowing into a human body by allowing a resin emulsion to cut off the scattered dust. CONSTITUTION: Filler(100) for a floor comprises a natural basic material, salt, an anti-floating material, an auxiliary mixing material, a resin emulsion, and an antiseptic coating material. The salt soaks in the natural basic material. When a large amount of water flows into the filler, the anti-floating material prevents the natural basic material from being carried away. The auxiliary mixing material presses the natural basic material and the anti-floating material so that the natural basic material can be mixed with the anti-floating material. The resin emulsion cuts off scattered dust generated from the natural basic material and the auxiliary mixing material. The resin emulsion is coated with the antiseptic coating material.
