PURPOSE: A metal surface treatment method using SAM(Self-Assembled Monolayer) formation including pretreatment is provided to improve the characteristics of an SAM and a metal surface by forming a metal hydrate layer on the metal surface and the SAM on the metal hydrate layer. CONSTITUTION: A metal surface treatment method using SAM formation including pretreatment comprises a pretreatment step implemented before formation of an SAM on a metal surface. In the pretreatment steps, the metal surface is dipped in a pretreatment solution and a metal hydrate layer is formed on the metal surface. The pretreatment solution includes one or more selected from the group consisting of hydrogen peroxide solution, hydrochloric acid, sulfuric acid, and nitric acid.
