PROBLEM TO BE SOLVED: To provide a coating liquid for color conversion layer formation by which a color conversion layer that has less generation of gas, superior fluorescence performance, and low sintering temperature is formed and a substrate for organic EL element capable of displaying excellent image without a defect such as a dark spot, and an organic EL display device. SOLUTION: The coating liquid for color conversion layer formation is made of ultrafine particle dispersion liquid in which ultrafine particles and a fluorescent material are dispersed or dissolved in a solvent.
