PURPOSE: A manufacturing method of fluorine by using surfactant with good chemical and thermal stability, thereby providing good dispersion stability and yield, and high polymerization rate upon emulsion polymerization, thereby manufacturing fluorine based polymer with excellent physical properties like molecular weight, particle size, etc. CONSTITUTION: A manufacturing method of fluorine by using surfactant is provided to use one or more kinds of fluorine based surfactant of polyfluorocarboxylate salt in chemical formula 1: Rf(CF2CH2)nCH2COOM. In chemical formula 1, Rf is C2F5 or C4F9, M is metal ion, and n is an integer from 1-6, more specifically, M is selected from a group consisting of ions of sodium, potassium, ammonium, etc.
