An organic electroluminescent device is provided to prevent short-circuit among lines, by enabling a round-typed insulating layer to protect a metal layer. In an organic electroluminescent device including first ITO(Indium Tin Oxide) films(202) and metal electrode layers(204) crossing with the first ITO films, a plurality of data lines(208) is connected to the first ITO films. A plurality of scan lines(210a,210b) is connected to the metal electrode layers. A round-typed insulating layer is formed on a part of the lines respectively. Each line includes a second ITO film and a metal layer formed on a substrate in sequence, and the insulation film is formed on the metal layer.
