PURPOSE: An underwater discharging apparatus is provided to effectively purify sewage and wastewater by generating an underwater discharging operation based on plasma. CONSTITUTION: An underwater discharging apparatus(100) includes a power supplying part(102), a voltage amplifying part(104), and a discharging part(106). The power supplying part converts external power into 3-phase power to be output based on external power. The power amplifying part is composed of a plurality of 3-phase transformers and amplifies the 3-phase power and converts the amplified power into 12-phase power to be output. The amplified and converted 12-phase power is applied to the discharged part composed of a reactor and a plurality of discharging electrodes, and plasma discharging is generated in fluid.
