PURPOSE: A state information transmitting and receiving system which utilizes a maritime buoy is provided to transmit abnormal state information of the maritime buoy to a control server, thereby improving maritime safety by rapidly handling situations corresponding to the abnormal state information. CONSTITUTION: A maritime buoy comprises a measurement sensor(18), a chargeable battery(19a), a controller(19b), and a camera. The measurement sensor comprises a sunlight measurement sensor(18a), a wave power measurement sensor(18b), and a wind power measurement sensor(18c). The controller comprises an energy reading module(19b-1), an external shock reading module(19b-2), a camera imaging module(19b-3), and an abnormal signal detection module(19b-4). The energy reading module receives information of a sunlight conversion energy amount which charges the chargeable battery from the sunlight measurement sensor on a real time basis. The energy reading module receives information of a wave power conversion energy amount which charges the chargeable battery from the wave power measurement sensor on a real time basis. The energy reading module controls a wireless transceiver for transmitting an energy shortage message to a control server in an energy shortage situation of a beacon.
