<P>PROBLEM TO BE SOLVED: To provide a carbon fiber base material and a CFRP (Carbon Fiber Reinforced Plastic), capable of improving the delamination strength (interlayer shearing strength) between layers of the CFRP, and preferably to provide a carbon fiber base material capable of maintaining a desired strength of component carbon fiber multifilament yarn, and a CFRP capable of maintaining a desired strength. <P>SOLUTION: The carbon fiber base material for carbon fiber-reinforced plastic, which is formed from a carbon fiber multifilament yarn, includes fuzz on a laminated surface, the fuzz being obtained by cutting part of the filaments of the carbon fiber multifilament yarn. The average fuzz length in the laminated surface is 1 mm or more, and the overall fuzz length obtained by multiplying a fuzz density in the laminated surface by the average fuzz length is 20-200 cm/cm<SP POS="POST">2</SP>.
