<P>PROBLEM TO BE SOLVED: To make procedures for agreement on policies for transferring personal information and confirmation thereof. <P>SOLUTION: Agreement on policies for transferring personal information and confirmation thereof are proceduralized as proceduralized processes including protocol between devices for transferring personal information, in which agreement on policies for information handling is formed in advance, and thereafter access control about information transfer is applied on the condition that identification information of agreement is confirmed, and filtering is performed in such a way that even transition to authentication processing screen which is a former stage of the transfer of information is blocked by the filtering unless the confirmation is obtained or information transfer process is prevented by the filtering unless the confirmation is obtained.
