<P>PROBLEM TO BE SOLVED: To provide a technology by which parity is generated at high speed by a simple circuit structure. <P>SOLUTION: A LDPC coding part 22 inputs a bit string that is a coding target. The LDPC coding part 22 encodes the bit string by calculating a parity check matrix for the input bit string.
