<P>PROBLEM TO BE SOLVED: To provide a radio line allocation device of a radio communication system which enables a line allocation, in which band and power utilization rates are as equal as possible, for an effective use of frequency bands and power. <P>SOLUTION: A radio line allocation device includes the followings. Initial spectrum calculating means calculates a first spectrum with a previously defined communication mode based on a required speed by a terminal station. Second spectrum generating means calculates a spectrum compression rate based on a power utilization rate and a band utilization rate, reduces a part of the first spectrum based on the spectrum compression rate, compresses the spectrum to increase power density of the remaining spectrum, and generates the second spectrum. Here, the power utilization rate is a ratio of total power allocated to the terminal station and power usable by the system, and a band utilization rate is a ratio of total bands allocated to the terminal station and bands usable by the system.
