<P>PROBLEM TO BE SOLVED: To provide a foamable resin composition which can be foamed by irradiation of an electromagnetic wave with a wavelength of 100 μm to 1 km, and to provide a foamable resin sheet, a foam, and a method for producing the same. <P>SOLUTION: The foamable resin composition contains a polar resin and foamable resin particles in each of which a thermally expandable substance is contained in a solid resin matrix, or alternatively contains a non-polar resin, a polar substance and foamable resin particles.
