<P>PROBLEM TO BE SOLVED: To efficiently perform long-distance transmission of non-compressed data by using an optical communication network or the like. <P>SOLUTION: An OC-192 framer 115 inputs the number of accommodation words from an SDI/OC-192 clock conversion part 114 and outputs a predetermined timing clock into the SDI/OC-192 clock conversion part 114 as an output instruction, and inputs data and an RTS value corresponding to the output instruction, accommodates the number of accommodation words, the data, the RTS value and the like in a position corresponding to the timing clock for each of the timing clock and generates an OC-192 frame to output it into a scrambler 116. Thereby, clock conversion can be realized by enabling a data stream of an HD-SDI signal by an SDI clock to be converted to a data stream by an OC-192 reference clock.
