PROBLEM TO BE SOLVED: To provide a computer program product, a system, and a method for determining whether a drain time is extended so as to copy data blocks from a first storage to a second storage.

SOLUTION: A data structure indicative of data blocks in the first storage is generated for copying the data blocks to the second storage. In a drain period, drain operation for copying the data blocks indicated in the first storage to the second storage is started. A write request to the data blocks indicated in the data structure is put in a queue during the drain period, and the write request put in the queue is not completed while put in the queue. During the drain period, measurement information based upon writing executed on the data blocks in the first storage is gathered, and once the drain period expires, it is determined from the gathered measurement information whether the drain operation is carried on or ended.
