A method for distributing paging, core network apparatus and access network apparatus are provided in the embodiments of the present invention, and the method includes the following steps: a core network apparatus acquires a low-mobility characteristic of a mobile terminal, wherein the low-mobility characteristic includes immovable or moving in a small area; the core network apparatus distributes a paging message to an access network apparatus according to the low-mobility characteristic of the mobile terminal, and the paging message contains indication information which instructs the access network apparatus to distribute paging in the cell where the mobile terminal locates or in the range of the cell where the mobile terminal locates and its adjacent cells. The present invention is applied to distribute paging to mobile terminals.
