<P>PROBLEM TO BE SOLVED: To provide an insulator having no damper function exchangeable with an insulator having the damper function and usable for a steering wheel, and to provide an inexpensive insulator and a steering wheel reduced in the number of part items and management man-hours. <P>SOLUTION: The insulator 5 has a guide pin 4 inserted therein, slides along the guide pin 4 while being fixed to a first horn plate 11 and urged by a coil spring 6.
