PURPOSE: A slag characteristic measurement device and a method are provided to accurately evaluate penetrability, viscosity, and adhesive strength of a melt slag in an electric furnace, a shaft furnace, and a converter. CONSTITUTION: A slag characteristic measurement device(10) comprises a first body(11), a second body(21), and a fixing member. A supporting unit is formed in one end part of the first body, a fixing part unit is formed in the other end part. An insertion unit is formed in the supporting unit and the front and rear sides and upper part of the insertion unit are opened. The fixing unit is extended to an opposite direction of the insertion unit. One end part of the second body is erectly inserted into the insertion unit and the other end part is extended to an opposite direction where the fixing unit of the first body is extended. The fixing member is comprised in the first body, thereby fixing a state in which the one end part of the second body is inserted into the insertion unit.
