<P>PROBLEM TO BE SOLVED: To provide a compact and simple bill depositing and dispensing apparatus 1 that can shorten a transportation path to transport a bill. <P>SOLUTION: A bill depositing and dispensing apparatus 1 is provided with an upper bill handling mechanism 1U having a bill depositing part 10, a bill identification part 20 to identify whether a bill is normal or not, and a bill dispensing part 30, a lower bill storage mechanism 1L having a recycle storage 40 to store the bill, a front bill storage mechanism 1F having a loading and collection storage 50, a transportation mechanism 60 configuring a transportation path, and a controller to control them. The transportation path of the transportation mechanism 60 can transport the bill bi-directionally by the lower bill storage mechanism 1L and the front bill storage mechanism 1F and the bill is identified by the bill identification part 20.
