The first purpose of the present invention is to provide a glass melter that can produce modified molten glass containing a high concentration of additive components in excellent quality, a modification method for glass blank, and a production method for molten glass. This glass melter (10) adds an additive to a glass blank in a molten state to obtain modified molten glass, and discharges the modified molten glass. The glass melter (10) is characterized by comprising: a melting basin (30) in which a glass-making feedstock is melted to obtain a glass blank in a molten state; and a forehearth (20) which communicates with the melting basin (30), introduces the glass blank into the melting basin (30) and transfers the glass blank to a discharge unit. The forehearth (20) includes: an input unit through which an additive is introduced; and a heating means for forming a heating gas phase above the liquid surface of the glass blank that uses the additive from the input unit as molten additive particles below the input unit.
