<P>PROBLEM TO BE SOLVED: To provide a sleeve holder for which a clip part can be surely and easily mounted even when an outer diameter of a reinforcing bar is varied. <P>SOLUTION: The sleeve holder for holding a sleeve SL for forming a through-hole in reinforced concrete to a reinforcing bar includes: a sleeve holding member 10 which is mounted on the outer periphery of the sleeve SL and holds the sleeve SL; a reinforcing bar mounting member 20 including a clip part 21 having a roughly C-shaped cross section, which can be mounted on the outer periphery of the reinforcing bar; and a connecting member 30 for connecting the reinforcing bar mounting member 20 and the sleeve holding member 10 by interconnecting a first connection part 31 provided on the sleeve holding member 10 and a second connection part 32 provided on the reinforcing bar mounting member 20.
