An image capturing system and image capturing method are provided in the invention. A light emitting device driven by the alternating current drive signal is arranged near the image capturing system. The image capturing system includes: a video frame drive signal generation unit for generating one video frame signal every other N periods of the synchronizing signal of the actual drive signal of the light emitting device, wherein, N is an integer which is greater than or equal to one, and the light emitting device is arranged near the image capturing system; and an image capturing and generation unit for capturing the video frame to generate the video according to the video frame drive signal. In the invention, the captured video is clear and the video brightness is stable, by capturing image according to the frequency of the drive signal of the light emitting device.
