The present invention relates to a method for allocating resources for uplink control information in a wireless communication system and to a base station and a terminal for the method. More particularly, the method comprises: a step in which the base station transmits information on a modulation order for transmitting uplink control information and information on the number of resource blocks for transmitting uplink control information to the terminal through a physical downlink control channel, for cases when the terminal transmits only the uplink control information through a physical uplink shared channel; and a step in which the base station receives uplink control information generated on the basis of the information on a modulation order and information on the number of resource blocks through the physical uplink shared channel, wherein the number of resource blocks is determined to be decreased in inverse proportion to the increase in the modulation order.
