<P>PROBLEM TO BE SOLVED: To provide a heat insulating material and a heat retaining bag, which has superior heat insulating property, has a light weight and flexibility and has long-time durability. <P>SOLUTION: The heat insulating material, configured so as to package a fiber-accumulated body and a gas with a covering material, is characterized in that the gas is a gas having a heat conductivity of 0.0266 W/(m×K) or less, the covering material has a carbon dioxide gas permeability of 15 ml/(m<SP POS="POST">2</SP>×day×atm) or less and the covering material is constituted of a thin membrane such as a film and a cloth laminated on the surface of the thin membrane.
