A mobile terminal selects a wireless base station of the present invention that is a connection destination according to a received radio wave characteristic value from each wireless base station. A plurality of wireless base stations include a macro base station and a plurality of pico base stations. Each pico base station includes: a load measurement unit for measuring or calculating a communication load index of the station; a correction value setting unit for variably setting a correction value, which causes the received radio wave characteristic value of the station to increase at a mobile terminal, according to the communication load index; and a correction value notification unit for notifying the mobile terminal of the correction value which has been set by the correction value setting unit.
