<P>PROBLEM TO BE SOLVED: To provide a heat-resistant insulating member capable of effectively preventing Cr diffusion and an insulating member for fuel cell, as well as a fuel cell. <P>SOLUTION: In the heat-resistant insulating member, the surface of an alloy 201 containing Cr is covered with an insulating covering layer 202 and an intermediate layer 203 consisting of an oxide containing Zn and Mn is formed between the alloy 201 and the covering layer 202.
