A locking and release mechanism device for use with collapsible telescoping members, such as a tow bar that can be collapsed for ease of storage when not in use, and provide for attachment, locking and detachment regardless of load, e.g. to towed and towing vehicle devices regardless of vehicle static load relative to each other.
