PURPOSE: A method for providing a broadcasting service by scalable video coding and a system thereof are provided to efficiently and flexibly use frequency resources in providing an MBS service and supply optimized QoS(Quality of Service)s to users. CONSTITUTION: A base station receives a data packet from a middle control server(S800). The base station multicasts/broadcasts a base layer configuring the data packet to the entire SFN zone(S801). The base station groups terminals to adaptively transmit an enhanced layer to terminals in a cell area according to a channel state or terminal performance(S802). The base station allocates enhanced layer 1 to a first terminal group according to a multicast method(S803).
