PURPOSE: An apparatus for manufacturing a zipper bag, a method thereof, and the zipper bag having an air discharge section are provided to completely remove internal air by completely discharging the internal air through a zipper in an air discharge section. CONSTITUTION: An apparatus for manufacturing a zipper bag(10) comprises a zipper bag cutting device(20) and a stacking device(30). The zipper bag cutting device comprises a cut-welding step roller(21) and a cut-welding part(22). The cut-welding step roller is located under a sheet of transferred zipper bag material. The cut-welding step roller is formed into the shape of a circular roller and is rotated. While the sheet of the zipper bag material is cut and welded, the cut-welding step roller is temporarily stopped and rotated to be step-rotated. The cut-welding part is located upward of the cut-welding step roller and is downwardly moved when the cut-welding step roller stops.
