PURPOSE: A 3D information restoring device and a method thereof are provided to restore 3D image using a plurality of TOF cameras. CONSTITUTION: An information obtaining unit(110) obtains TOF(Time of Flight) information of corresponding to photographed TOF images. A voxel generating unit(120) generates a TOF voxel corresponding to the external shape of an actor using the TOF information and an external factor. An actor extracting unit(130) eliminates noise from the TOF voxel. The actor extracting unit extracts a TOF actor. An actor information utilization unit(140) restores the TOF information to 3D images by applying a hybrid method or a specific function to the TOF actor.
