PURPOSE: A manufacturing method for landscaping soil is provided to reduce manufacturing costs, not to pollute the environment, to have uniform quality, and to contain less heavy metal. CONSTITUTION: A manufacturing method for landscaping soil using environment-friendly recycled sludge comprises: a step of manufacturing a mixture, a step of supplying oxygen after controlling the mixture to have a water content of 50-70 weight%, and a step of measuring and fermenting the outcome for 15-25 days. The mixture consists of 3-7 weight% of sawdust, 27-32 weight% of yellow soil, 7-12 weight% of wasted sludge from the production of cosmetics, 7-12 weight% of wasted sludge from processed food production, 7-12 weight% of wasted sludge from grain processing, 12-17 weight% of waste sludge from potato processing, 12-17 weight% of waste sludge from corn starch processing, and 3-7 weight% of a microorganism agent.
