<P>PROBLEM TO BE SOLVED: To provide a signal control device capable of appropriately combining PTPS, FAST and a movement control. <P>SOLUTION: A signal control device 1 according to the present invention includes: an acquisition section (a transmission section 103) for acquiring an approach signal indicating that a public vehicle (it may be an emergency vehicle) 5B has entered a specific approach road L1 or approaches thereto; and a control section 101 for selecting either of the following patterns 1-3 as an expression method of an intersection IS according to the traffic conditions of the specific approach road L1 and the traffic conditions of an oncoming approach road L5. When detecting the approach signal, the control section 101 limits the expression method of the intersection IS to the pattern 1 or 3.
