<P>PROBLEM TO BE SOLVED: To provide a fixation device and an image formation device capable of improving heat insulation efficiency by energy saving as well as preventing an abnormal image caused by electrostatic offset so that excellent image quality can be obtained. <P>SOLUTION: A fixation device includes: a fixation member; a pressure roller 31 configured to press the fixation member and form a nip part; and heating means configured to heat the fixation member. The pressure roller 31 is a roller member having a metal core bar 32. With respect to a configuration in a cross section, the pressure roller 31 includes: a sheet passing portion including an insulating elastic layer 33 provided on an outer circumference of a prescribed region in the axis direction of the core bar 32 and a conductive release layer 34 provided on the elastic layer 33; a conductive elastic body 35 provided on an outer circumference of a region excluding the prescribed region in the axis direction of the core bar 32 and configured to couple the core bar 32 and the release layer 34 electrically; and further, a grip part pressure-welded with the fixation member and rotates the fixation member following rotation drive of the pressure roller 31.
