CHARGING MEMBER, PROCESS CARTRIDGE AND ELECTROPHOTOGRAPHIC DEVICE

PROBLEM TO BE SOLVED: To provide a charging member, a process cartridge and an electrophotographic device suppressing generation of a stripe image that appears when the charging member is used at a high speed or for a long period of time.

SOLUTION: The charging member includes a conductive substrate and a surface layer. The surface layer contains a binder and composite particles dispersed in the binder. The composite particles comprise metal oxide particles the surfaces of which are coated with a resin layer. The resin layer contains a resin having a specified silicone compound in a side chain.
