When the abnormality detection processing unit (304) detects an abnormality in the updating of the transmission data in the first transmission data memory (301) from the control processing unit, the transmission data generation processing unit (306) generates transmission data at the time of abnormality detection on the basis of data stored in the second transmission data memory (302), and the communication processing unit (30) transmits the generated transmission data at the time of abnormality detection to a connected device.
