<P>PROBLEM TO BE SOLVED: To provide an onboard control apparatus for emergency call system that is mounted on both of vehicles compatible and incompatible with an airbag-linked emergency call, and properly controls whether a failure diagnosis process of an airbag is performed. <P>SOLUTION: A DCM (data communication module, i.e., the control apparatus) 1 can be mounted on both of a vehicle 2a and a vehicle 2b which are compatible and incompatible, respectively, with the airbag-linked emergency call. When mounted on the vehicle 2a, the DCM performs failure diagnosis of an airbag device on the basis of presence of an airbag signal which is always sent from the airbag device.
